This is a building for national agencies. With facilities such as the seawater desalination system and solar power generation system, it functions as a base facility to conduct region-wide disaster response activities in case of an emergency, in cooperation with related institutions.

It observes weather and earthquakes at all times and provides Hyogo's daily weather forecasts, warnings and advisories to disaster-related institutions, local governments, and mass-media, thereby contributing to disaster risk reduction and damage mitigation, as well as improving the convenience of the residents and environmental conservation.
